Irina Arzhaova is an expert for Federal programme for education development and expert for various International programmes (Open Society Institute – programme on Tolerance, the British Council – joint educational programme, the European Commission – programme of inter-university cooperation Tempus (curriculum development, university management, mobility) etc.
She was a member of several governmental and inter-agency Commissions on education and scientific cooperation under bilateral agreements (Russian – Greek, Russian – Dutch, Russian – British, Russian – Finnish, etc) in 1997-2002.
From 1992 to 1997 she was an associated professor at Moscow State University of Food Production. She also served as a chief-expert at Ministry of General and Professional Education of the Russian Federation (R&D Division, Inter. R&D Dept.) in 1997-1998.
She was a member of several International Program Boards such as Barents exchange programme in the field of higher education and research (Russia – Norway, Sweden, Finland), Agenda – 21E (Programme for sustainable development in the Baltic Region), Eurofaculty Project in Kaliningrad State University (Council of Baltic Sea States) – modernization of law faculty and faculty of economics, Globe Programme (USA) etc.
