Grigory Ivliev is PhD in law, senior lecturer of High School of cultural politic and humanitarian management in Moscow State University and also the chairman of the Union of graduates of the law school of Moscow State University. Mr. Ivliev graduated magna cum laude from the law school of Moscow State University.
Later, he worked in Moscow State Law Academy, where became the dean of the law school.
Mr. Ivliev worked in State Duma of the Russian Federation and in the Government of the Russian Federation. He took active part in working out of federal laws on the court system and structure, civil and criminal laws. From 2002 he was the chief of the Law department in Russian State Duma. In 2007 he has been elected as deputy chairman of Russian State Duma and has been appointed the head of Committee of culture. During his tenure, he prepared more than 40 bills that are aimed to protect social heritage and improve legal relations in the sphere of culture.
Mr. Ivliev is an honored lawyer of the Russian Federation. Since 2004 he has been holding the position of the Secretary of Russia's Writers Guild.
He is the author of more than 50 treatises, among them "The Role of Russia's Government in legislation", research papers "The Constitution of Russia and Evolution of Culture", "The Library System as Information and Cultural Framework for Russia's Innovative Development", "Improvement of Legislation regarding the Social Heritage of the Russian Federation", "Copyright in Libraries: Practical Aspects", "Spiritual Kinship and Diversity", "Cultural Traditions and the Lessons of Crisis", "Pressing Legal Issues in the Sphere of Culture", and others.
